This file concerns agreements for the transport of troops and cargo between India and Basra and other Persian Gulf ports on British India Steam Navigation Company (BISN) ships. It contains correspondence relating to:
- A 1919 agreement between the Ministry of Shipping and BISN in exchange for the release of ships requisitioned by HM Government, and the conflict of this agreement with a 1906 agreement between BISN and the Secretary of State for India
- Rates for passengers and freight between India and Basra and other Gulf ports
- Certificates of embarkation for passengers
- Expenditure, including messing charges for officers and nurses travelling between India and the Gulf
- The use of captured enemy ships for transport between India and the Gulf
- The proposed use of India Office bills of lading in place of those of BISN.
