Memoranda on the potential power of the Air Force in Mesopotamia and on the organisation of military forces in Mesopotamia are included. The potential success of the Air Ministry’s scheme is debated. A memorandum by the Secretary of State for India criticises the cost of the army in Mesopotamia with a subsequent memorandum from the Secretary of State for War responding to these criticisms.
