- Mainly typewritten with some autograph annotation, contains a copy of a letter from Hughes to an unidentified recipient in which he writes against the use of fine screening in the Bideford Estuary and provides information about the alternative forms of treatment (primary settlement plant or fine screening plant). Also includes an annotated copy of a report given by Hughes at a public inquiry into the problems of sewage in the estuary. Hughes was very concerned about pollution in the Bideford Estuary caused because of the raw sewage released into it. He campaigned with the Torridge Action Group against fine screening of the sewage and in favour of full treatment of the sewage before it was released into the estuary.
