- Enclosures to secret letters comprising copies of correspondence dated 7 January to 8 June 1871, addressed to and from Lieutenant-Colonel Lewis Pelly, HM Political Resident in the Persian Gulf, Bushire [Bushehr, Iran], addressed to the Duke of Argyll, HM Principal Secretary of State for India in Council, London, forwarded to the Secret Department via Brindisi. All copies of correspondence are attested as true copies by Major Sidney Smith, Assistant to the Political Resident in the Persian Gulf, Bushire. The contents are handwritten, occasionally using printed letter templates, and are in English, with a small number of documents in Arabic. Papers relate to the protection of British subjects, especially Indian merchants, in the Persian Gulf, and in the context of broader political, military, and commercial developments in Muscat (also written Muskat), Muttrah [Mutrah], Soor [Sur], Guttur [Qatar], Bahrein [Bahrain], Sharjah, Bundur Abbass [Bandar-e ‘Abbas], Lingah [Bandar-e Lengeh], Yezd [Yazd], and Bushire. Papers notably cover:
- Correspondence regarding the succession of the Sultan of Muscat, Syed Toorkee bin Saeed bin Sultan [Sayyid Turkī bin Saʿīd Āl Bū Saʿīd], as the Ruler of Oman, in 1870
- Correspondence regarding the lease and custodianship of Bundur Abbass as claimed by Oman
- The plunder of presents to the Pasha [Pāshā] of Baghdad from Abdullah bin Faysul [‘Abdullāh bin Fayṣal Āl Saʿūd, Amīr of Najd] and Bahrain, sent with the intention to sway decisions regarding the succession of their respective dynasties
- The declaration by Toorkee bin Saeed to support the prohibition of the trade in enslaved people, threatening to seize and burn ships found to be participating in this trade
- An assessment of Yezd as a profitable centre for trade by merchants of India [South Asia], with a report of starvation in Yezd, describing people eating [human] bodies, dogs, and cats (folio 449)
- An investigation into the case of six Khojahs [Khvājahs, a reference to members of a Shī‘ī community] claiming to be British subjects and British protected subjects
- Reports describing commerce, customs, imports, and exports with regard to the prevalence and activities of Banyans [South Asian merchants, also written Banian and Bania] at the port of Lingah (folios 110-119), and separately at Bundur Abbass (folios 252-253).
