The volume comprises two parts, both of which contain correspondence relating to breaches of maritime law, referred to by British officials as cases of piracy:
- part 1, relating to incidents of shipwrecking occurring in 1909 and 1912 at Fuwairah, Qatar, and discussion amongst British officials over how best to respond to these incidents, which occurred in an area recognised as being under Ottoman Turkish rule;
- part 2, chiefly relating to maritime incidents occurring in 1906 and 1907 at the Persian port Dayir [Bandar-e Deyyer] on the Persian coast, including murder, and British pursuit of the suspected perpetrators.
The volume comprises parts 1 and 2 of 4. Each part includes a divider which gives the subject and part numbers, year the subject file was opened, subject heading, and list of correspondence references contained in that part by year. This is placed at the back of the correspondence.
