Correspondence, minute papers, and memoranda concerning financial assistance given to the Government of Persia by the governments of Britain and Russia. The papers form part of the discussion of a number of related matters, including practical and routine aspects of transferring the money to Persia, communication with Russia about these payments and connected issues, the formation in early 1916 of an Anglo-Russian Financial Commission within the Persian Government to oversee financial matters, and the reports produced by this commission.
The correspondence is principally between officials at the India Office and Foreign Office but further correspondence, usually included as enclosures, comes from officials at the Colonial Office, Treasury, British Legation in Tehran, and the Governments of Russia and Persia.
