- Scope & Content:
- This volume contains papers about the British cordon on the Eastern Frontier of Persia [Iran], from October 1917 to September 1920. The papers are comprised of correspondence, chiefly between the India Office, the Consul-General at Meshed [Mashhad], the Foreign Office, the Viceroy of India, and the British Minister in Tehran, and include material relating to:
- The preservation of the Kain [Qaen]-Jumin-Turbat [Torbat-e Heydarieh] telegraph line
- The proposal to remove material from the Girdi [Gerdi]-Makhi-Surkh [Mok-e Sorkh] section to secure an alternative line from Hurmak [Harmak] to Safidawa [Sefidabeh], Aliabad and Meshed
- The recommendation for the Indo-European Telegraph Department to resume control over the Central Persia and Hurmak-Seistan [Sistan] telegraph lines
- The proposal to duplicate the existing Meshed-Seistan telegraph line for political and military reasons at an estimated cost of two lakhs [two hundred thousand] rupees
- The request of the Persian Government for restoration of the Meshed-Seistan line to Persian control, and the British takeover of the line from the Russian telegraphers
- The wages of the Russians and Persians operating the Meshed-Seistan telegraph line
- The history of the construction of the Meshed-Seistan line (1902-03) and the apparently ‘temporary’ appointment of Russian signallers (1905-18)
- The proposed appointment of a liaison officer with the Field Force in Eastern Persia
- The extension of the British cordon and movement of troops into eastern Persia, an attack carried out by British forces against alleged [Bahārlū] ‘raiders’, and rumours about the arrival of the followers of Soulet [Ismā‘īl Khān Ṣawlat al-Dawlah Qashqāy] in the vicinity of Lar
- The withdrawal of Russian Cossacks from Turbat and their expected departure from Meshed

- The assurance of aid for Persia to Vossugh-ed-Dowleh [Mīrzā Ḥasan Khān Vus̠ūq al-Dawlah, Prime Minister of Persia] and insistence on the retention of British officers in the South Persia Rifles for the duration of the First World War and six months after its termination
- The possibility of subsidising Farman Farma [‘Abd al-Ḥusayn Mīrzā Farmānfarmā, Governor-General of Fars] to protect the Bushire [Bushehr]-Shiraz Road.
- A sketch map of the frontier between Afghanistan and Persia, showing roads and the telegraph line from Duzdap [Zahedan] to Birjand (f 29r)
- A sketch of the type of switch and extra wires required in the Turbat-i Haideri military office to connect it with the Russian Vice-Consulate (f 49v)
- A copy of ‘Orders for the Organization of the Eastern Persian Cordon’ (Delhi, 1918) (ff 92r-96v)
- A skeleton map of Persia to ‘illustrate the distribution of the Semirachia [Semirechye] Cossacks [in Khorasan] on 4/8/17’ (f 156).
