The volume comprises three parts discussing matters related to the Kuwait Conference held in late 1923/early 1924:
- Part 2 concerns the arrangements for and proceedings of the conference
- Part 3 concerns the employment of Lieutenant-Colonel Stuart George Knox as conference president
- Part 4 concerns the employment of Major James Carmichale More as conference secretary.
