- Scope & Content:
- This volume contains papers relating to the Financial Mission of the United States to Qajar Persia [Iran] and a scheme to create an agricultural bank. The bulk of the correspondence documents the financial crisis within Persia and the impact on its neighbours in British Iraq and India, their commercial transactions (the import and export of goods), merchants, and companies. These reports were submitted to the Political Department, India Office, by HM Envoy Extraordinary and Minister Plenipotentiary at the Court of Persia, Tehran, along with other British diplomatic representatives in Persia, and forwarded to the Under-Secretary of State for India, London. The contents are mainly in English, with texts occasionally in French and German (Le Messager de Téhéran newspaper, ff 96-97). Papers comprise India Office Political Department memoranda and enclosures in print, typescript, and handwritten annotations, notably covering and including:
- Legislation (ff 158-159, ff 184-185) passed by the Government of Persia to reform the financial exchange due to the depreciation in the value of silver; prohibitions placed on the flow of cash outside of Persia; the Persian postal administration's temporary halt on the sale of money orders from India, as the result of an outstanding balance amounting to Rs 227936/2/- due to India
- Reports of the breakdown in the normal commercial arrangements of foreign merchants operating in Persia, which led to embarrassment and hardship; the appeals made by British Iraqi (Baghdadi) and Indian (Sindhi and Punjabi) merchants and companies for relief from their losses, which are escalated to the Government of Persia by means of the Iraqi Minister of Defence and British diplomatic representatives in Persia
- The Government of Persia's request to the Government of Belgium for the assistance of Belgian Government officials in reorganising Persian finances, just as the German Financial Advisor is forced to depart without the renewal of his contract of service
- The withdrawal of bank notes issued by the Imperial Bank of Persia, such as the Kran [qirān], and their replacement with newer, larger denominations based on the gold standard, such as the Ryal [riyāl]
- The resignation of Mirza Hassan Khan Mushar [Mīrzā Ḥasan Khān Mashār al-Mulk] as the Persian Minister of Finance due to the financial crisis and the appointment in his place of Mirza Seyed Hassan Khan Taqizadeh [Mīrzā Sayyid Ḥasan Khān Taqīzādah], 5 August 1930
- The Shah's sanctioning of demands from the [Persian] Army to purchase arms in Czechoslavakia [Czechoslovakia], despite insufficient funds in the imperial treasury.
