This volume contains correspondence, memoranda, drafts, reports, telegrams and minutes regarding different aspects of negotiation and the creation of the Anglo-Iraqi treaty.
The papers notably cover:
- Negotiations, alterations, and presentations of the Treaty itself between Iraq and British Government officials
- The duration of the Treaty
- The liability for the cost of alternative accommodation for the Royal Air Force, and the leasing of sites for an air base in Basra
- The financial agreement between the British Government and the Iraqi Government
- Instructions to the High Commissioner for Iraq, detailing the principles of his role and his relations with the Government of Iraq
- British Civil Service regulations in Iraq
- Iraqi railway management and administration.
