- Scope & Content:
- The volume contains correspondence relating to the Persian Government’s denunciation of treaties with foreign countries in which capitulatory rights of foreign nationals in Persia [Iran] were embodied. The treaties with Persia that secure extra-territorial rights for foreign nationals fall into three categories: ‘the British Treaty of 1857, which merely contains a most-favoured-nation clause; the French and Spanish treaties, which are in perpetuity, with no time limit; other treaties, notably the German, which are terminable at one year’s notice’.
The main issues covered in the volume are:
- The reciprocal arrangements made with the Persian Government related to the service on British subjects in India of summons issued by Persian courts, and the service on Persian subjects of summons issued by courts of justice in the United Kingdom, Iraq and India
- The emergency measures taken by the Persian military authorities to suppress the rising in Khorasan
- News of the appointment of a new Minister of Justice in Persia, his closing down of the Ministry’s offices, and suspension of its employees
- Turkish interest in the abolition of the capitulations in Persia
- Accounts of the inefficiency, bribery and corruption of the Adliyeh [Adliyya] Court (Justice Court, also spelled in the volume as Adlieh) and other courts in various localities in Persia
- The way the work of the Adliyeh court affects the British and British Indian employees of the Anglo-Persian Oil Company based in Ahwaz
- The possible effect of the abolition of capitulations on the work of Christian missions in Persia
