The file consists of telegrams and secret circular dispatches from James Henry Thomas, Secretary of State for Dominion Affairs, relating to proposals for an Eastern Locarno Treaty, or Eastern Pact of Mutual Guarantee.
The file includes three telegrams to the Canadian Secretary of State for External Affairs, the Prime Minister of the Commonwealth of Australia, the Governor General of New Zealand, the South African Minister of External Affairs, and the Irish Minister for External Affairs, Irish Free State, dated 12 July 1934, 13 July 1934, and 13 September 1934.
The file also includes secret circular dispatches B numbers 201, 202, 176, 156 and 105, enclosing communications, dispatches and a report relating to the Eastern Pact of Mutual Guarantee proposals (the enclosures are not included in this file).
