Most of the correspondence is between the Political Resident in the Persian Gulf and the Secretary of State for India, and concerns objections to the potential employment of Holmes as a negotiator on behalf of Petroleum Concessions Limited in Bahrein [Bahrain] and Koweit [Kuwait], and his past record as a negotiator on the Trucial Coast and as Chief Local Representative for the Bahrain Petroleum Company.
