The file consists of correspondence and statements concerning memorial petitions relating to subjects dealt with in the Government of India, External Affairs Department, and addressed to His Majesty the King Emperor or His Majesty's Secretary of State for India, which were withheld by the Government of India each quarter. The papers were sent from the Secretary to the External Affairs Department to the Secretary to the India Office, External Department.
The file includes a divider which gives a list of correspondence references contained in the file by year. This is placed at the back of the correspondence.
