The file contains correspondence relating to individuals offering their services, mainly to the India Office or the Foreign Office, in the event of war, and for war work after the outbreak of the Second World War. The individuals concerned were offering their services in regions including: Tibet and the borders of India; and Persia, Iraq or elsewhere in the Persian Gulf and Middle East.
It largely consists of correspondence between the India Office and the following:
