The file contains correspondence between HM Ambassador to Iran, the Secretary of State for India, and the Government of India, External Affairs Department, discussing the detestation felt by many in Iran for the Shah and for the British, who are perceived to have helped the Shah to seize power. It is suggested that British radio broadcasts in Persian should stress British support for the independence of smaller countries, avoid any suggestion of personal adulation of the Shah, and word carefully any mention of a possible consignment of Indian wheat to Iran.
