The volume comprises telegrams, despatches, correspondence, memoranda, and notes, relating to the occupation of Persia by the Soviet Union and Great Britain, during the period November 1941 to May 1942 following the Allied invasion in August 1941.
The discussion in the volume relates to the:

- the attitude of different groups in Persian society to the occupation
- the role of the Persian army in the occupation
- the proposed Anglo-Soviet Persian Treaty
- the security of the Baku oil fields (f 172)

Included in the volume is a copy of the memorandum from Sir Reader William Bullard to Anthony Eden, dated April 10, 1942.
