The file is concerned with the issue of a memorandum by the Air Ministry. The memorandum is titled Notes by the Air Staff on the Regulation of Air Control in Undeveloped Countries, dated 21 November 1928 and concerns guidance on the deployment of British air power; an initial draft can be found on folios 22-24, while three copies of the final issued memorandum can be found on folios 14-16.
The file also contains correspondence between Hastings Lionel Ismay as Assistant Secretary on the Committee of Imperial Defence, John Gilbert Laithwaite of the India Office, and the Foreign Secretary to the Government of India. The subject matter is the arrangements for the distribution of the memorandum to Political Officers under the authority of the Government of India: a distribution list can be found on folios 8-9.
The file includes a divider which gives a list of correspondence references contained in the file by year. This is placed at the back of the correspondence.
