The file is largely concerned with the shipment of ten P-40 Tomahawk fighter planes from the United States to Iran by the Curtiss-Wright Corporation. The papers within outline a policy debate as to whether the aircraft in question should be diverted for British use and whether a request should be made to the United States to block future exports to Iran.
