- This file contains correspondence regarding the Palestine Royal Commission, the Palestine Partition Commission (Woodhead Report), and contemporary reactions in the Persian Gulf sheikhdoms [shaikhdoms]. The correspondence is primarily between the Foreign Office, the India Office and the Colonial Office, and covers topics including the following:
- The flight of the Grand Mufti of Jerusalem [Ḥāj Amīn al-Ḥusaynī] to the Kingdom of Iraq, and British concerns about his continued ability to conduct 'anti-British and anti-Jewish propaganda'
- The plans of Dr Chaim Weizmann and the Zionists [Zionist Organization] for the foundation, population and protection of a Jewish state in Palestine
- The orders of the British High Commissioner for Palestine, Harold MacMichael, for the apprehension of the Palestinian activists Mohamed el Burnawi [Muḥammad al-Birnāwī], Sheikh Hassan Abu Saoud [Shaikh Ḥasan Abū al-Su‘ūd], and Sheikh Sabri Abdine [Shaikh Ṣabrī ‘Ābdīn]
- The supply of copies of the Palestine Report, through the Colonial Office and the India Office, to the Government of India, because of the 'dual need for haste and secrecy', and the dispatch of Arabic translations of the report to political agents in Muscat, Bahrain and Kuwait
- The plans for the appointment and dispatch of a commission to Palestine to consult local communities and submit proposals towards a 'detailed scheme of partition'
- The plan to send the Grand Mufti to exile in 'some territory under French control as far as possible from Palestine' and prevent him going to 'Egypt, Iraq, or some other Arab country', where he would be 'well placed for continuance of his present activities'
- The assassination of the District Commissioner for Galilee, Lewis Yelland Andrews, and his bodyguard, Constable Peter Robertson McEwan, and the action taken by the Palestine Government against the Arab Higher Committee and its membership, including the deprivation of the Grand Mufti of Jerusalem of the Presidency of the Supreme Muslim Council and Chairmanship of the General Wakf [Waqf] Committee
- The return of the Grand Mufti of Jerusalem from Syria and the efforts of Ouni Bey Abdel Hadi [‘Awnī Beg ‘Abd al-Hādī] and Ahmad Hilmi Pasha [Aḥmad Ḥilmī Pāshā] to persuade Ragheb Bey [Rāghib Bey al-Nashāshibī] and his supporters to return to the Arab Higher Committee
- A request from the Political Resident in the Persian Gulf, Sir Trenchard Craven William Fowle, to the Secretary of State for India, Lawrence John Lumley Dundas, 2nd Marquess of Zetland for copies of the Arabic translation of the Palestine Report.
