- Scope & Content:
- The file comprises copies of letters, telegrams and other papers relating to the introduction of an export licensing system for Arab countries in the Persian Gulf during the Second World War. The papers notably cover the following:
- The Bahrain (also written in the file as Bahrein) Petroleum Company’s request for permission to export gasoline to Dairen, and diesel to Beira
- Powers given to the Political Resident in the Persian Gulf, under Regulation No. 1 of the Persian States (Emergency) Order in Council (1939), for the control of the export or re-export of any product, goods, commodity or merchandise within the territory of the Sheikh [Shaikh] of Bahrain
- The proposed extension of contraband control to the Persian Gulf
- The proposed addition of Iran and Iraq to a compulsory navicert area (a navicert being a certificate that specifies the contents found in a neutral ship’s cargo, especially in wartime), in an effort to prevent those countries from acting as a ‘channel for trade to undesirable destinations’
- Details of a civil requirements programme for shipping in the Persian Gulf.
The file includes a copy of Regulation No. 1 of 1940, made under the Persian States (Emergency) Order in Council, 1939 (f 59).
Also included is a list of commodities (namely wheat, rice, flour, pulses, sugar, coffee and tea), which are required on a monthly basis in the Arab sheikhdoms [shaikhdoms], i.e. Bahrain, Muscat, Trucial Coast, Koweit [Kuwait], and Gwadur [Gwadar] (f 10).
