The volume consists of memoranda produced by the Government of India Foreign Department. They were originally enclosed with Secret Letters to the Secretary of State for India, dated July 1903-January 1906, but these letters are not included in the volume. The memoranda are divided into five groups:
- Monthly memoranda of information received ‘regarding external affairs other than those relating to the North-West Frontier and Afghanistan’ (April 1903-September 1904)
- Monthly memoranda of information received ‘regarding external affairs relating to Persia [Iran]’ (October 1904-December 1905)
- Monthly memoranda of information received ‘regarding external affairs other than those relating to the North-West Frontier, Afghanistan, and Persia’ (October 1904-March 1905)
- Monthly memoranda of information received ‘regarding external affairs relating to Arabia’ (April-December 1905)
- Monthly memoranda of information received ‘regarding external affairs relating to the North-East Frontier, Burma [Burma/Myanmar], Siam [Thailand], and China’ (April-December 1905).
The information within the memoranda is organised into sections according to different countries and geographical areas, including the following:
- Aden
- Persian Gulf: with sub-sections for specific places, including: Maskat [Muscat], El Katr [Qatar], Bahrein [Bahrain], El Hassa [Al Hasa], Nejd [Najd], Koweit [Kuwait], and Bushire [Bushehr]
- Turkey [Ottoman Empire] and Turkish Arabia [Ottoman Iraq]
- Tibet
- Bhutan
- Nepal
- China
- Burma
- Siam.
There are also several recurring subject-based sections, on topics including: quarantine; telegraph construction; and postal arrangements.
The volume also contains the following:
- ‘Tabular Statement showing proposed distribution of Journal’ (f 24)
- Copy of the text of the Convention between Great Britain and Tibet, signed on 7 September 1904 (ff 142-143)
- Copy of the text of the Agreement made between Britain and France on 13 October 1904, for the arbitration of cases relating to subjects of the Sultan of Maskat who carry papers authorising them to fly the French flag (ff 166-167).
