The volume consists of monthly memoranda of information received relating to affairs in Persia [Iran] from January 1906-December 1907, produced by the Government of India Foreign Department. From September 1906, the memoranda are divided into two sections: ‘Persia’ and ‘Seistan [Sistan] and Khorasan’.
The information in the memoranda for January-July 1906 is arranged according to particular places. In those for August 1906-December 1907, the information is organised according to subjects. These include:
- Negotiations between Britain and Russia, including the text, in French, of the Anglo-Russian Convention signed on 31 August 1907 (ff 157-158)
- Reports of disturbances and other incidents, including murders and robberies
- The financial situation in Persia, including loan negotiations
- German activity in Persia, including a copy of the text of the agreement between the Persian Government and the German Legation for the institution of a German Bank in Persia, dated 23 July 1907 (ff 161-162)
- Medical activities, including the work of the British consular hospitals at Seistan and Kain [Qa’en]
- Persian political affairs, including the illness and death of the Shah of Persia
- Outbreaks of disease and details of quarantine measures, including a plague in Seistan
- Postal arrangements
- The construction and management of telegraph lines, including negotiations with the Russian Government regarding the Meshed [Mashhad]-Seistan line. It includes the text, in French, of the document regarding the exchange of telegraph lines, signed on 31 August 1907 (ff 176-177)
- The Turco-Persian Frontier dispute
- Irrigation on the Karun river.
