The volume consists of published copies of correspondence between the Foreign Office, the India Office, the Government of India, British administrative and diplomatic staff, and foreign governments and their staff. It was printed for use by the Foreign Office. The volume contains: ‘Part VI. Further Correspondence Respecting the Affairs of Koweit. 1904.’ See IOR/L/PS/20/FO12 for Parts I-V.
The correspondence concerns activity relating to Koweit [Kuwait] and its surroundings, detailing legal, political, administrative and financial affairs, including:
- ‘Disturbances’ among the Muntefik [al-Muntafiq] in the vilayet of Bussorah [Basra]
- The proposed establishment of a British post office at Koweit
- The establishment of a British Political Agency at Koweit
- The conflict between Abdul Aziz-bin-Saoud [‘Abd al-‘Azīz bin ‘Abd al-Raḥmān bin Fayṣal Āl Sa‘ūd, i.e. Ibn Sa‘ūd] and Ibn Reshed [Amir of Jabal Shammar, ‘Abd al-‘Azīz bin Mit‘ib al-Rashīd, i.e. Ibn Rashīd] in Nejd [Najd]
- The financial settlement between the Sheikh [Shaikh] of Koweit, Mubarek-es-Sabah [Hakim of Kuwait, Shaikh Mubārak bin Ṣabāḥ Āl Ṣabāḥ], and his nephews
- The occupation of Bubiyan Island by Ottoman troops, which is claimed by the Sheikh of Koweit
- The imprisonment of one of the Sheikh of Koweit’s agents at Bussorah.
The publication includes a table of contents (ff 3-7).

The correspondence comprises letters arranged in chronological order from the front to the rear of the volume. Each letter is assigned a consecutive number and most letters are followed by numbered enclosures. At the beginning of the volume there is a title page and a detailed table of contents which includes the name of the correspondent, the date of correspondence, a subject summary and the page number on which that entry can be found in the volume.
