The volume consists of published copies of correspondence between the Foreign Office, the India Office, the Government of India, the Treasury, the Admiralty, the Committee of Imperial Defence, the Board of Trade, the Ministry of the Interior, the Ministry for Foreign Affairs, British administrative and diplomatic staff, foreign governments and their staff, and private individuals. It was printed for use by the Foreign Office.
The volume contains the following publications:
- ‘Part I. Further Correspondence Respecting the Affairs of Persia. January to March 1905.’ (ff 4-98)
- ‘Part II. Further Correspondence Respecting the Affairs of Persia. April to June 1905.’ (ff 99-163)
- ‘Part III. Further Correspondence Respecting the Affairs of Persia. July to September 1905.’ (ff 164-238)
- ‘Part IV. Further Correspondence Respecting the Affairs of Persia. October to December 1905.’ (ff 239-317).
The correspondence concerns activity in Persia [Iran] and Seistan [Sistan], as well as activity by foreign countries in the region including Russia. It also concerns the following:
- Crime and violence, including recent attacks on British officers
- Quarantine and sanitary concerns
- Transport and communications
- Hydrology
- Financial matters
- Military activity
- Exports and Customs
- The Seistan Arbitration and Water Commissions.
The following is also included:
- Monthly summary of events for each month from December 1904-December 1905
- ‘Narrative of Events in Persia in the Year 1904.’ (ff 51-55)
- Several tables relating to activities in Persia including a table detailing the ‘Distribution of Russian Signallers on the Meshed-Seistan [Mashhad-Sistan] Persian Telegraph Line, January 1905.’ (f 77)
- A copy of regulations written in French for items subject to customs duties arriving by the Imperial Royal Austro-Hungarian Post (ff 144-146)
- Copy of signed agreement respecting the Mirjawar [Mirjaveh] Frontier (f 153)
- Agreement respecting the construction of a telegraph line from Henjam [Jazireh-ye Hengam] to Bunder Abbas [Bandar-e ʻAbbas] (f 154).

Pagination: the volume also contains an original pagination sequence.
- Arrangement:
- The correspondence comprises letters arranged in chronological order from the front to the rear of the volume. Each letter is assigned a consecutive number and most letters are followed by numbered enclosures. At the beginning of the volume there is a title page and a detailed table of contents which includes the name of the correspondent, the date of correspondence, a subject summary and the page number on which that entry can be found in the volume.
