The volume consists of published copies of correspondence between the Foreign Office, the India Office, the Government of India, the Treasury, Admiralty, the Board of Trade, the War Office, British administrative and diplomatic staff, the Persian [Iranian] Government, foreign governments and their staff, and private individuals and companies. It was printed for use by the Foreign Office.
The volume contains the following publications:
- ‘Part XXV. Further Correspondence Respecting the Affairs of Persia. January to March 1911.’ (ff 4-129)
- ‘Part XXVI. Further Correspondence Respecting the Affairs of Persia. April to June 1911.’ (ff 130-247)
- ‘Part XXVII. Further Correspondence Respecting the Affairs of Persia. July to September 1911.’ (ff 248-491)
- ‘Part XXVIII. Further Correspondence Respecting the Affairs of Persia. October to December 1911.’ (ff 492-728).
The correspondence concerns activity in Persia, as well as activity by foreign countries in the region including Russia. Specific topics covered include the following:
- The condition of roads in Persia in relation to robberies and violence. Specific incidences, the effect on trade and the restoration of security are discussed
- Russo-German relations, in regard to an article published in Novoe Vremya [Novoye Vremya, a Russian newspaper] on the Potsdam Agreement and the Baghdad railway
- Disruption and violence in Shiraz after the arrest of Kawam-ul-Mulk [Qavām al-Mulk, spelled in multiple variations throughout the volume] and his brother Nasr-ed-Dowleh [Naṣr al-Dawlah], and the assassination of Nasr-ed-Dowleh
- Wider disruption in Persia after the return of the ex-Shah Mohammad Ali Shah Qajar [Muḥammad ‘Alī Shāh Qājār]
- Concessions related to red oxide mines on Hormuz Island
- Matters concerning the Anglo-Persian Oil Company
- William Morgan Shuster in his role as Treasurer-General to the Persian Government. Included is a copy of ‘Finance Minister’s Bill presented to the Medjliss [Majlis] at the Sitting of the 8th June, 1911, and passed 13th June, 1911.’ (ff 287-289). Also discussed is Shuster’s attempt to appoint Major Claude Bayfield Stokes as financial assistant responsible for the Treasury Gendarmerie
- Political affairs, including appointments, resignations and the employment of foreign officers in the Persian Government, including Swedish Officers in the Treasury Gendarmerie
- Military activity, including the withdrawal of Russian troops at Kazvin [Qazvin]
- Visits, tours and surveys undertaken by British and foreign delegates. Included are diary entries by British and Russian delegates travelling from Khoi [Khowy] to Urmia [Orumiyeh]
- The Turco [Ottoman]-Persian frontier
- Financial matters, including loans taken by the Persian Government. Drafts and copies of contracts between the Persian Government and various banks and private companies are included
- Transport and communications, including telegraph and wireless infrastructure and the building of railways and roads. Copies of various agreements and concessions, and a ‘Report by Lieutenant Wilson on the proposed Railway from Khor Musa [Khowr-e Musa] to Khoremabad [Khorramabad], and its prolongation to Burujid [Borujerd?]’ are also included (ff 386-399)
- Copies of trade concessions and agreements.
A table of contents is included before each publication. Material written in French is present throughout the volume.

Foliation: the foliation sequence (used for referencing) commences at the inside front cover with 1 and terminates at the inside back cover with 731; these numbers are written in pencil, are circled, and are located in the top right corner of the recto side of each folio.
Pagination: the volume also contains an original pagination sequence.
- Arrangement:
- The papers are arranged in chronological order from the front to the rear of the volume. Each grouping of papers is assigned a consecutive number and most are followed by numbered enclosures. The volume is divided into four parts, each covering three months. At the beginning of each part there is a title page and a detailed table of contents which includes the name of the correspondent, the date of correspondence, a subject summary and the page number on which that entry can be found in the volume.
