- This volume contains a memorandum prepared in the Home Department of the Government of India with respect to the Indian Civil Service, the Terms of Reference to the Royal Commission to Examine and Report on the Civil Services in India, an extract from the speech delivered by the Hon'ble E S Montagu, Under Secretary of State for India, on 31 July 1912, in the House of Commons in introducing the Indian Budget, and a collection of papers (referred to in the Home Department memorandum) under the following chapter headings: Origin and History of the Indian Civil Service; Regulations for the open and final examinations for admission to the Indian Civil Service; Training of junior officers in India; Strengh of, and annual recruitment for, the Indian Civil Service Cadre; Salary including exchange compensation allowance and acting allowance; Selection for high appointments and the compulsory retirement of inefficient officers; Leave Rules; Pensions, including family pensions; and Measures taken for the employment of Indians in the Indian Civil Service, or in posts ordinarily held by members of the Indian Civil Service
