PETTY PAPERS. VOL. V (ff. iii + 167). Correspondence, 1668-1683, with related papers by Petty and others, and notes by Southwell of his own and Petty's opinions concerning public affairs; 1661-1683.
The papers include:
1. ff. 2-4v. 'Severall Accompts and Estimates in order to the distribution, settlement and Government of Ireland', and 'An Account of the Distribution of Lands in Ireland', compiled by Petty; [1660s-1670s]. In the hand of amanuenses. The latter is included with minor changes in The Political Anatomy of Ireland. For related papers, see Add. 72878 and 72879 below.
2. f. 9. 'Some Observacions made by W. P. upon the Trade of Irish Cattle'; [1674?]. In the hand of an amanuensis. Six numbered points printed in Petty Papers, I, pp. 215-216, where it is dated [1665?], but see Add. 72858, f. 130, for Petty's letter to Dr Robert Wood of 21 Feb. 1674, enclosing '6 Observations which I say do answer all that has or can be said against the freedome of the Cattle Trade'.
3. ff. 10-13. Report by Lord Herbert and others to the Lord Lieutenant of Ireland on the condition of Kerry; 27 May 1673. For a further copy, see Add. 72855, ff. 37-39, below.
4. ff. 78-79. Verses entitled 'Mercars Petition Concerning the disaster Befalen in Kerry to's brother Poetaster', and ‘Upon Sir Wm Petty's badd Eyes', by Dorothy Arwacker; [circa 1678?]. Copies. There are further copies of both in Add. 72899, ff. 113-114v, 128-129; the latter is printed in Petty Papers, II, pp. 254-255.
5. ff. 96-97. Notes headed 'The State of the Case', concerning population and land in England and Ireland; 1687. For related material, see Add. 72885 below.
6. ff. 99-104. 'A Treatise on Navall Philosophy in Three Parts'; [1671?]. In the hand of an amanuensis. For an 18th century transcript, see Add. 72895, ff. 1-16, below. In a letter to Dr Robert Wood, 30 Dec. 1671, in McGill, Osler MS 7612, f. 49, Petty writes: 'I have since that made ... a Compleat scheme of Naval Phylosophie in three parts ... upon occasion of [a] Dutch booke lately written upon that subject [probably Nicolaas Witsen's Book of Building Ships (1671)] ... in as much as that Booke was infinitly cry'd up at Court (although as hath since appeared) it did not contain a tenth part of what is in my Scheme'. The 'Treatise', in fact only an outline of the subject, was published after Petty's death as part of An Account of Several New Inventions ... (1691); see Keynes, Bibliography, No. 39.
