These letters are calendared in Historical Manuscripts Commission, Portland Manuscripts, II, 5-64. They form part of a section of miscellaneous manuscripts amongst the Portland Papers, which were originally held at Welbeck Abbey, Nottinghamshire. The Portland Papers were deposited at the British Museum (then as Loan 29) and elsewhere between 1947 and 1967 by the 7th Duke of Portland. In 1987 this was one of 523 volumes of the Portland Papers allocated to the British Library (the papers had been accepted by the Government in 1986 in lieu of Capital Transfer Tax).
How this miscellaneous collection (what HMC calls the General Series) became part of the Portland collection, largely made up from the archives of the Harleys of Brampton Bryan and other families from whom the Dukes of Portland flowed, is not entirely certain. HMC speculates that they were probably collected by Robert Harley, 1st Earl of Oxford and Mortimer, or his son Edward Harley, 2nd Earl of Oxford and Mortimer, book collector and patron (HMC, Portland Papers, II, p. vi), part of the colllection which now form the Harley MSS. There are good grounds for accepting this for at least parts of the volume. Bryson and Evans, 'Seven rediscovered letters of Princess Elizabeth Tudor', Historical Research, 90 (2017), p. 831, n. 8, points to the letters from Princess Elizabeth in this volume having once been in the collection of the antiquarian John Strype (1643-1737), who had acquired the papers of Lord Burghley's secretary, Sir Michael Hickes (1543-1612). Robert Harley acquired some of Strype's papers, and Bryson and Evans note that Elizabeth's letters all bear annotations by the Harley's librarian, Humfrey Wanley (p. 847). Hickes is the likely source for at least some of the other 16th-century manuscripts (including a number addressed to, or endorsed by, Burghley). Wanley's annotations appear on a number of 16th-century manuscripts (only his lengthy notes on the face of the text rather than his endorsements are noted below).
The 17th-century letters include letters relating to a slaving expedition in the Gambia River by the Guinea Company in 1651; letters from Edinburgh by George Hickes, the Anglican divine (and chaplain to the Secretary of State there, the Duke of Lauderdale) in 1677-78, mainly to Simon Patrick; and copies and printed matter relating to the 1688 Revolution. Their provenance before Welbeck is uncertain.
However, one document (ff. 290r-293r), an anonymous account of the Antonine Wall made by a traveller in 1697, has been plausibly ascribed to the scholar John Urry (1666-1715), who had strong connections with Robert Harley, 1st Earl of Oxford, and his library. The same article suggests that the recipient was probably Urry's friend the Herefordshire antiquary William Brome, who forwarded the letter to a third party, possibly Harley, and that it is first reported in Harley's collection (Lawrence Keppie, 'An anonymous traveller', esp. pp. 184-88).
The early 18th-century diplomatic correspondence may well derive from Robert Harley himself or his connections: the William Greg [Gregg] who appears as recipient or likely author for these late letters was Harley's secretary until his discovery, trial and execution in 1708 for passing confidential letters on to the French Minister for War. At the time covered by almost all this correspondence, 1702-1704, Greg was secretary to the envoy, and briefly acted as envoy himself, in Copenhagen. Many of these letters were copies: copies in the same hands, letters running over the same folios and often with notes as to who the letter should be passed on to within the administration or on diplomatic mission abroad. They are probably Greg's own copies and drafts. Some crossings out of a whole or part of a letter (e.g. ff. 295v, 300v) or passages within letters (e.g. ff. 300v-301r) suggest this; a draft to his mother by Greg (ff. 308r-v) is in the same hand and on the same type of paper as the copies of his diplomatic correspondence. Moreover, the hand of most of them matches Greg's known hand and signature (The National Archives, SP 34/9, ff. 122r, 136r-139r). He usually dated new style, though occasionally gave both old style and new style dates. There are also original letters in the volume to Greg. It is likely that the papers here were all in Greg's possession and acquired by Robert Harley.
Alan Bryson and Mel Evans, 'Seven rediscovered letters of Princess Elizabeth Tudor', reprints and discusses four of the letters in this volume by Elizabeth and by Thomas Parry (ff. 8r-14v, 31r-32v) and a fifth calendared in HMC, Portland Manuscripts, II, p. 6, but no longer in this volume and now in private hands. This has helped make certain some of the dates below.
