Folio manuscript, with this title, inscribed on folio 3: 'A Declaration, or a most plaine & undoubted Cours, in what honorable manner the most Excellent, High-borne Queen Ann[e] Queen of Great Britaine etc. may mayntayne & keepe a most Royall-bountifull Howse for one whole Yeare; Her Majestie payinge for all Provisions accordinge to the Market Prices, without any Privilege; payable by Mr. Cofferer. Wherein is included every Ordinary Diett of daily Service, all Feasts, Entertaynements, Bankets, & other extraordinarie Occaisions of Diets; all Bounties, Wastes, Commands, Incidents, Expences, Extra-Curia, Carriages, Wages, Board-Wages, Warrants, Annuities, etc. with certaine Liverys; and for the Stable'.
According to A Catalogue of the Harleian Manuscripts in the British Museum, published in 1808, a paper had been pasted to the cover inscribed 'A Booke made Anno Dom. 1613: Or a Declaration for one Yeares Charges spent with Royal Howse-keepinge of Queene Anne: Which was intended to have been Executed by her Majesties owne Officers; The Kinge allowing yearly a certaine Summe of Money. And was sett downe by Mor.Col. by the Appointment of my Lord of Leicester, my Lord Carew, and others Her Majesties Commissioners for the Business'. This paper is no longer attached to the cover, and this inscription cannot now be found with this manuscript.

Inscribed on f.1v is ‘Ralph Starkey 1626’. The collections of Ralph Starkey were acquired by Sir Simonds D’Ewes in 1628.
The Harley Collection, formed by Robert Harley (1661-1724), 1st earl of Oxford and Mortimer, politician, and Edward Harley (1689-1741), 2nd earl of Oxford and Mortimer, book collector and patron of the arts.
Edward Harley bequeathed the library to his widow, Henrietta Cavendish, née Holles (1694-1755) during her lifetime and thereafter to their daughter, Margaret Cavendish Bentinck (1715-1785), duchess of Portland; the manuscripts were sold by the Countess and the Duchess in 1753 to the nation for £10,000 under the Act of Parliament that also established the British Museum; the Harley manuscripts form one of the foundation collections of the British Library.
