This manuscript contains a copy of the Liber Niger (Black Book) of Edward IV (r. 1461-1470, 1471-1483). The text is a management manual, containing a detailed outline of the workings of the the royal household. The volume also contains a number of additional texts that relate to the reigns of other medieval English and Tudor kings, including a description of the coronation of Richard II (r. 1377-1399), an itinerary of a journey made by Edward II (r. 1307-1327) into Scotland, and a list of the New-Years gifts received of Henry VIII (r. 1509-1547).

ff. 61r-77r: A text concerning the coronation of Richard II;
ff. 77v-85v: A text concerning the rights belonging to the constable and marshall of England;
f. 86r-v: A text relating how Thomas de Mowbray (b. 1366, d. 1399), earl of Nottingham, was made marshall of England by Richard II;
ff. 87r-92r: A description of the statutes, ordinances and customs, ordered and made by Richard II, John of Gaunt (b 1340, d. 1399), duke of Lancaster, Thomas of Woodstock (b. 1355, d. 1397), earl of Essex and Buckingham and constable of England, and Thomas de Mowbray, earl of Nottingham and marshall of England; at Durham, in the ninth year of the reign of Richard II [1386].

Sir Simonds d'Ewes (b.1602, d. 1650), 1st baronet, diarist, antiquary, and friend of Sir Robert Cotton: listed in his catalogue as A.482 (see Add MS 22918, f. 25v; Watson, The Library of Sir Simonds D'Ewes (1966), p. 164; Wright, Fontes Harleiani (1972), p. 131); his inscription, 'Liber niger domus Regis in custodia...' (f. 1r); additional inscriptions in his hand (ff. 61r, 91v).
The Harley Collection, formed by Robert Harley (b. 1661, d. 1724 ), 1st earl of Oxford and Mortimer, politician, and Edward Harley (b. 1689, d. 1741), 2nd earl of Oxford and Mortimer, book collector and patron of the arts.
Edward Harley bequeathed the library to his widow, Henrietta Cavendish, née Holles (b. 1694, d. 1755) during her lifetime and thereafter to their daughter, Margaret Cavendish Bentinck (b. 1715, d.1785), duchess of Portland; the manuscripts were sold by the Countess and the Duchess in 1753 to the nation for £10,000 (a fraction of their contemporary value) under the Act of Parliament that also established the British Museum; the Harley manuscripts forms one of the foundation collections of the British Library.
