ff. 1r-17v: Laws of the city of Avignon, beginning with the rubric 'Aiso es la carta del covenes de la civitat de Avigno[n]', followed by the 'Convention de Beaucaire', a charter dated May 1251 ending the civil liberties of the city, as agreed between the municipal authorities of Avignon and the Counts of Provence and Toulouse, Charles d'Anjou and Alphonse de Poitiers. The text begins 'Connoguda causa sia atotz homes (the Occitan equivalent of the Latin formula, 'Notum sit omnibus') 7 que l'an de lencarnation de nostre segnor que hom comtava M.CC.Li.' (f. 1r).
Imperfect at the end. Annotated throughout in various medieval hands.
This charter survives in a number of copies in Latin, including Paris, Archives Nationales, ms J311, no 65 and Archives communales d'Avignon AA3 (edited in M.A.R. de Maulde, Coutumes et reglements de la Republique d'Avignon au Treizieme siècle (Paris: LaRose, 1878), p. 263, no XVI (1251).
Decoration:
Large puzzle initial in red and blue with pen-flourishing in the same colours, with some purple ink (f. 1r). Numerous large red initials with purple pen-flourishing or blue with red pen-flourishing. Smaller initials in red or blue with penwork decoration in the other colour. Paragraph marks in alternating red and blue ink.

Inscribed 'J S' on either side of a cross (ff. 1r, 7r, 13r).
The Harley Collection, formed by Robert Harley (b. 1661, d. 1724), 1st earl of Oxford and Mortimer, politician, and Edward Harley (b. 1689, d. 1741), 2nd earl of Oxford and Mortimer, book collector and patron of the arts. Edward Harley bequeathed the library to his widow, Henrietta Cavendish, née Holles (b. 1694, d. 1755) during her lifetime and thereafter to their daughter, Margaret Cavendish Bentinck (b. 1715, d. 1785), duchess of Portland; the manuscripts were sold by the Countess and the Duchess in 1753 to the nation for £10,000 (a fraction of their contemporary value) under the Act of Parliament that also established the British Museum; the Harley manuscripts form one of the foundation collections of the British Library.
