LIEVEN PAPERS. Vol. CCXVIII (ff. 62). Draft report by Prince Lieven on India, dealing with matters of internal administration, military organisation, defence, treaty relations with Great Britain, and general considerations of the British position. French; written in several hands with annotations by Lieven. Preceded by a letter from Lieven to the Emperor Nicholas I, 1837, according to which the report was a summary of points, likely to be of political interest to Russia, from the findings of Sir James Mackintosh's committee, which had investigated Indian affairs prior to the renewal of the charter of the East India Company, and had reported to Parliament in 1834.
