Cannot with justification exert any influence for Mr Heatly who is quite incapable of action. Heatly's brother wants to return to army. Mr Wombwell satisfied with Harwood. Harwood's Military Commander preparing for war against Nepal. Soon will show Harwood his final reply in which he takes the whole of the Governor's plan to pieces. If the Governor survives this, it will show "that the ruin of Bengal is determined at home and he [the Governor] is only an innocent instrument." 2 folios.
