The file consists of correspondence between Secretary of State for Foreign Affairs George Curzon and other personalities concerning the substance of negotiations and treaties relating to the Mosul vilayet and related issues of oil resources. There are a total of sixteen letters between Curzon and the following: Percy Zachariah Cox; Walter Long; First Lord of the Admiralty (Leopold Charles Maurice Stennett Amery); Marquis Garroni; Ismet Pasha [Mustafa İsmet İnönü]; Eric Drummond; Lord Balfour; Lord Robert Cecil; Ronald McNeil.
The file also includes the report ‘Indian Desiderata for a Peace Settlement’ (ff 53-59), India Office, 4 December 1918. This report consists of two parts: part one ‘Disposal of Conquered Territories’ discussing Mesopotamia, German East Africa, and Abu Musa; and part two ‘Arrangements with Allied Powers’ concerning French possessions in India; Portuguese possessions in India; Afghanistan and Tibet; Persia [Iran]; Arabia; China and Japan.
