It defines at length the functions and powers of the governor, those of the chiefs of administrative services and other important functionaries and of the administrative council (conseil d'administration); it also orders the creation of elected councils such as the General Council (Conseil Général) and district councils (conseils d'arrondissements), to be elected by an assembly of notables.
