Richard Stewart Dobbs, 'the oldest superintendentof my time...a connection of Lady William Bentinck...an impulsive and high-minded, but rather fanatical Irishman, who combined a great ardour for work with an extravagant zeal for preaching...He had a profound belief in his own ability to settle all disputes in his division by what he called a personal enquiry on the spot, but his unwritten decisions, hastily arrived at on the spot, frequently merely perpetuated standing quarrels. As a young man, he laboured indefatigably to improve the condition of the portion of the province under his management, repaired tanks, laid out roads, and showed such a knowledge of revenue details that the Raja called him 'the old Gauda' (headman of a village.'
