A Chinese memorial and an English translation of it

Two items bear the reference Or 22691 (5). The first, a memorial in Chinese, was sent from Lieutenant General Hailing (海齡) to the Daoguang Emperor. It is housed within an envelope with Chinese characters giving the date, 1842: (Daoguang 22, 4th Month 4th day), and measures 213 mm x 991 mm when unfolded. At the end of the letter, the Emperor has added, in red ink, 'I know this'.
The second is a translation, written in English, of the same letter, and is headed, "A Memorial of Haeling, the late Lieut. General and Commander in chief of the Tatars at Chinkeangfoo, addressed to the Emperor". This is written on a single sheet, which measures 410 mm x 328 mm when unfolded.
