Printed memoranda relating to opinions on the advantages of a 'Permanent Settlement' of Madras, by J.D. Sim, 8 Feb 1862. Includes enclosures of printed minutes by E. Maltby, 24 Dec 1861, William Denison, Governor, 12 Nov 1861, and Hon. W. Morehead, 5 Jan 1862. Also handwritten extract from a letter from E. Maltby to Mr Forbes, 8 Feb [1862], and note by Cecil Beadon on the proposals from Madras regarding a Permanent Settlement, 13 Mar 1862.
