- Scope & Content:
-
1, pp. i, 1-92: Bantam, 30 November 1786. Bedenkingen over den Staat van Bantam door den Heer J: de R: [=Jan de Rovere] van Breugel. The author was an official in the Dutch East India Company's service at Bantam for some years (see 5 infra): The title covers :- (a) pp. 1-2: Voorrberigt. A preface of the usual formal kind. (b) pp. 3-92: Bedenkingen over Bantam. [The fuller title B. o. den Staat v. B. is written at the head of all the succeeding pairs of pages.] For another copy of 4. 1 (a) and (b), see Mack. Class XIV, 28. Printed, with a few verbal variations and some not very material omissions in Bijdr. tot de Taal-, -Land- en Volkenkunde v. Ned.-Ind. (1856), Nieuwe Volgr., le Deel, pp. 110-39. (The omissions are: pp. 1-2, the preface; pp. 49-58, dealing chiefly with matters of Military sanitation, and referred to on p. 132 of the printed copy, l.c., as being no longer of importance, and pp. 74-92, containing reflections on abuses in connexion with the pepper trade, and suggestions for reforms therein, referred to on p. 139, 1.c.) Notes supplementing 1 supra, by the same author. Divided into 10 Chapters, preceded by an Introduction. The latter (pp. 103:-5) gives some account of the author's 'reasons for writing 1 supra, and refers to the request, made by the authorities, that the author should not print his work, as stated in Bijdr., &c. (1856), p. ,107. In the 10 Chapters the author has arranged, on a more or less alphabetical system, a number of notes and references connected with the affairs of Bantam, drawn from the files of "the office there, viz., the Correspondence with Batavia, Tulang Bawang and Sĕmangka, Miscellaneous Papers, the Official Journal (“ Dag Register "), and the Political and Judicial Orders of Government. These notes are often very brief, amounting to little more than an index, or list of the dockets of the papers in question, giving their dates and classification. After such a chapter he generally comments, often at some length, on some of the subjects briefly mentioned in it. The matters referred to being so numerous and miscellaneous, it is impossible to indicate their nature in general terms or give a full list of them. The following are the chief sub-headings where the author enlarges somewhat (I follow the divisions of the original into chapters, sections and subsections) :- Chapter 1 (pp. 107-16): (section) 1. There are also some variants and additional notes in the MS., which continues to 1787, when the author (who appears in the list of Secundens in 1782) returned to Europe, and was succeeded by J. van den Boogaart, the latter being succeeded in his former office of Fiscaal by J. H. C. van Cattenburch. The entries for 1784 have been cancelled by ink lines, see infra. (p. 254): Sommarium. In August 1802 the figures were :- General revenue - 26,375.16 Pepper - 27,370 Total - 53,745.16 (Spanish dollars). Showing a decrease since that year of Spanish dollars 7,350.54.
7, pp. 285-93: [Batavia, 30 September 1811]. Memorie gediend aan den Hoog Edele Heer! de Heer T. Raffles, Luitenant Gouverneur van Java, enz: enz: enz: The letter may be an original. The last half page, containing the author's , name, has been torn off, leaving only the end of the name. The writer was J. de Bruin, formerly Resident at Bantam. The date is also wanting, but the English version (see infra) gives it, as above. The letter was written in answer to one addressed by Raffles to the writer, and dated 16 September 1811, enclosing a number of queries relating to the office of Landdrost [=prefect] in the kingdom of Bantam. So far as can be gathered from the above reply, the queries related to (1) the changes which had taken place in that kingdom in recent years, their causes, and the persons affected- thereby, (2) the actual system of government of the kingdom, the character and power of the last king, (3) the state of cultivation, police and judicial administration, density of the population, &c., (4) the character of the people, (5) the condition of affairs in the Lampong districts of Sumatra, (6) the steps that could most successfully be taken by the British Government in order to get the most advantage out of Bantam, (7) the articles of trade, particularly between Bantam and the Lampongs, (8) relation of expenditure to revenue, and establishment necessary to be maintained, (9) the actual establishment, as under the late French Government and the King of Bantam, and their emoluments, and (10) the best means of communication between Bantam and Batavia. 'The replies to these queries deal with the above points, and include an interesting historical sketch of the relations of the Sultanate of Bantam to the Dutch authorities, criticizing the Policy of the latter, particularly that of Governor General Daendels, a brief account of the actual political condition of the country in 1811, with some notice of its administrative system, population, economic condition (especially in relation to the, cultivation of pepper), suggestions as to improved methods of administration under the British Government, with an estimate of the establishment required, and proposals for communicating between Bantam and Batavia by sea in small postal boats pending the improvement of the country roads. An English version, slightly abridged, is in a volume of Mack. Misc.; see the Index thereto, B.V. Bruin.
