1, pp. 3-27: [Cheribon, 1812]. Considerations respecting the constitution of things in the Lands of the Cheribon Sultans Respectfully offered to His Excellency the Lieutenant Governor [of Java] by the Land[d]rost of Cheribon and Tagal [=Tĕgal], Matthys Waterloo. Copy of a translation of a letter to Raffles in reply to his request for the writer's “ opinion and advice, respecting the Government of the Cheribon regencies, as well as in regard to the sentiments of the two Sultans of Cheribon, touching the points which they are to bring before the Lieutenant Governor at Buitenzorg." On pp. 3-9 the author sketches the circumstances which led up to the disturbances of A.D. 1806 (which are traced by the writer “ to the encreasing influence of the Europians and Chinese, with the bribery corruption and abuseses [sic] that they brought along with them") and N. Engelhard's new arrangements for the government of the territory (with reference to 4 infra); and deprecates any reversion to the old methods. On pp. 10-16 he discusses the contingents payable by the Sultans to the Government, in rice and money, and the advantages to be derived from the industry of Chinese settlers, when properly managed. The other subjects dealt with are (pp. 16-9) the Corps of Djang, Sekars [=jayeng sĕkar, a kind of native constabulary], their pay and allowances, (pp. 19-20) the diminished resources of the country, (pp. 20-1) anticipated requests on the part of the Sultans for the return of two banished Princes and the retrocession of the districts of Iginga [?] and Sagaira [?] (transferred to Sumĕdang at a rent), (pp. 21-7) status and revenue of the Sultans and Ryksbestierder [=native prime minister], and suggestions for their improvement. 2, pp. 31-64: Cheribon, 8 September 1811. Memorial relative to the Actual State of Cheribon &c by the Resident M. Waterloo. Copy. Begins (pp. 31-2) with an apologia for having remained in an official position under the British Government, which is worth citing, as it probably reflects the views of a considerable proportion of the Dutch officials of the period and illustrates the political position existing before the British conquest: "It is not to serve an enemy to my mother country, that has induced me to enter into the service of the British Government. O no! I can assure with the most sacred vow; that I never should have thought of it, if I still had been under the Dutch Government, to which, national and ancient tyes kept me unvariably bound, But alass! My native country is no more what it was, parthy spirit and the malicious selfishness of some adventurers have enervated it, to such a degree, that it has lost all its strenght to maintain it self as a power, and now being incorporated into a foreign Empire, every hollander has been acquitted of his obligations towards it," &c. After protesting that his submission to French rule was forced upon him, he continues: "the time is at last come when all good natured Hollanders can place themselves freely under the protection of a Government of a Nation, which convenes more with the manners and nature of the Hollander, than any other people of the Globe," &c. Being a code of regulations for the government of the Cheribon districts. Copy of a translation of a letter from M. Waterloo to T. S. Raffles, Lieut(t)-Gov(r) of Java, wherein the former recommends the building of a new prison in the vicinity of Tankiel [=Tangkil], instead of continuing to use the fort as a prison; and refers to a detailed sketch, which, however, is not in this volume. 13, pp. 265-6: Buitenzorg, 7 April 1812. Extract of the Resolutions of the Marshal & Governor-General [Daendels]. In reply to a letter dated 13 March from J. A. van Middelkoop, Prefect of Tagal [=Tĕgal], charged with the organization of the Cheribon District, proposing a partition of the rice fields of Cheribon among the three Sultans and other native chiefs, a scale for such division is approved, varying from 300 jonks [=jung] for a Sultan to 3/4 of a jonk for a petty employee, the remaining lands to be divided equally amongst the other inhabitants, but all to be subject to the usual contingents payable in kind. Statements of Imports and Exports at Cheribon and Indramayo [=Indramayu] of Merchandize and Produce about 20 years ago, or during the years 1791, 1792 & 1793, and the latter times of 1810 & 1811. By P. H. van Lawick van Pabst. Copy. A variety of articles, with their respective quantities and values, is enumerated, inter alia, among the imports tobacco, opium, rosin, wax, ginger, iron, rattans, benzoin, cloths, sugar, oil, and among the exports rice, sugar, tobacco, oil, onions, hides, cinnamon, coffee, dried fish, prawns, and meat, katjang [=kachang, beans of various kinds, including green red and white, from the last of which soy is made], tamarinds.
