Report on Malacca 1678
- Scope & Content:
-
Labelled " Report on Malacca 1678."
Mackenzie has written the following note on the inside of the binding, facing p. i: "This M.S. containing Reports & Memoirs of a Statistic nature, on the Settlement of Malacca, under the Dutch Government, down to 6th October 1678-was given to me, with other Books from the Family Library, by Mad: Caulier at her house at Chillingching [=Chilinching] near Batavia in. 1813; being kindly intended to add to my Collection-Rebound at Madras 1817."
1, pp. 1-367: Malacca, 6 October 1678. Copy of an interesting report which should be translated into English and published. The very archaic handwriting and spelling in which it is written make it rather difficult to read, and it is impracticable to give here a full account of its contents. The following summary aims only at noting some of the salient points of the work :- p. 1: Situation of Malacca and facilities for trade; Portuguese conquest of Malacca; the Dutch attack it; pp. 5-10: Treaty dated 17 May 1606 between Cornelis Matelief de Jonge on behalf of the Dutch East India Company and the King of Johor (printed in Bijdr. t. d. T., L. en V. v. Ned.-Ind. (1907), Deel LVII, pp. 41-5, Netscher, De Nederlanders in Djohor en Siak in Verh. v. h. Bat. Gen. v. K. en W. (1870), Deel XXXV, Bijl., pp. I-III, and De Jonge, pe Opkomst van het Nederlandsch Gezag in Oost-Indië (1865), III(e) Deel, pp. 214-16); p. 15: Dutch conquest of Malacca (1641); p. 20: Description of the Fort of Malacca; p. 40: Statistics of arms and weapons, Military establishments, &c. (1678); p. 50: Civil establishment allowances nnd other civil establishment lists, including those of the posts at Dinding and Inderagiri, and the Government yachts; p. 61: Statistics of population, houses, Government servants and their falllilies, &c.; p. 66: Sundry pieces of correspondence and administrative orders of the Malacca Government (1677); p. 79: Territorial extent of Malacca jurisdiction; country estates or plantations and their owners, including those of the Dutch Company (this contains a number of place-names of some topographical interest); some information as to the inland country (with a mention of wild elephants) ; p. 83: Description of the aborigines (Orang Bĕnua) dated 1642 (printed with some verbal variations in Bijdr. Tot de T.-, L.- en Volkenkunde v. Ned. Ind. (1862), Deel VIII, pp. 129-33); p. 90: Territory or State of Naning; including: pp. 91-8 : Contract made 15 August 1641 between J. van Twist, Governor of Malacca, and the Chiefs of Naning (printed loc. cit. (1907), Deel LVII, pp. 349-56); and following thereon a variety of other matter bearing on the relations of Malacca with Naning, Rembau, and the neighbouring states; inter alia pp. 108-10, a pardon dated 15 November 16[??] for Raja Mera of Naning; pp. 113-14: a letter dated 29 March 1677 from Governor Bort to the Chiefs of Naning; and pp. 123-31: orders for the officers of an expedition sent up country to arrest slave-raiders (1675); (apparently the Mĕnangkabau population of Naning had been much addicted to the practice of kidnapping, even during the Portuguese regime); p. 132: Ecclesiastical matters, with special reference to the attitude of the local administration towards Roman Catholicism, including pp. 132-48: decrees and proclamations dated 9 December 1645, 22 May 1646, 12 June 1646, and 15 January 1666 (the public exercise of Roman Catholic rites was prohibited and many Portuguese families left Malacca in consequence) ; and pp. 150-4: particulars as to Dutch Protestant ministers of religion, their services and emoluments, &c. ; p. 156: Commissaries for matrimonial matters, hospital inspectors, and other officers; p. 158: The office of "Equipagiemeester," in charge of the equipment of the Company's local vessels, including: pp. 161-72: orders for the "Equipagie-meester," dated 31 October 1665; herein on p.171 is a list of yachts and other vessels used for cruising in the waters of Siam, Ligor, Perak, Ujong Salang (commonly called Junk Ceylon), and Kĕdah; and pp. ,172-80: two sets of instructions for the "Equipagiemeester," dated 5 March 1666; p. 180 : The office of " Dispencier'' (Storekeeper); pp. 180-8 : regulations for the "Dispencier," dated 1 August 1671 ; p. 189: Government minute, dated 19 November 1677; pp. 193-201: Instructions for the "Sabandaar" [=Shahbandar, port officer or harbour master] of Malacca, by resolution dated. Batavia 21 September 1668; pp. 203-8: Provisional agreement (made in 1646) between Philippo Mascarenhas, Viceroy of Goa, and Cornelis van Sanen, Director of Wingurta [=Vengurla, near Goa], concerning matters in dispute connected with Malacca, in particular certain dues payable by Portuguese vessels; pp. 209-10: A revenue receipts account; pp. 211-14: Decree of J. Maatsuijker, Gov(r) Gen(l) of Netherlands India, in Council (being the one abstracted and in part printed in Van der Chijs, Nederlandsch-Indisch Plakaatboek, 1602-1811, (1886), 20 Deel, p. 569-70, under date 9 January 1674, for increasing the tax on the sale, &c., of Ships, &c.); p. 218: Decree of the States-General of the Netherlands on a petition from the Dutch E. I. Co. as to the estates of its servants, deceased, leaving no children, issue, &c. (1672); followed by notes and orders on other matters, financial and administrative, in particular (pp. 222-5) the decree on the payment of official salaries, &c., printed, Van der Chijs, loc. cit., pp. 516-19, under date 23 May 1670; p. 227: a Government minute from Batavia on these subjects, &c. ; p. 233: Current prices of Coromandel, Bengal, and Surat cloth; p. 238: List of places trading with Malacca, followed by notes on the produce imported from these several sources; p. 245: Short list of states on the West Coast of the Peninsula, from "Songhoedjongh" (now by false etymology Sungai Ujong, but originally Sang Yang Ujong) to " Bangarij," presumably the modern Ban Bangkli, circa long. 98° 16', lat. 8° 20', to the north of Junk Ceylon (properly Ujong Salang). It is interesting to note that Sungai Ujong and Kĕlang are classed as belonging to Johor, Perak to Acheen. Kĕdah is styled a rebellious vassal of Siam, and the rest from Trangh [=Trang] inclusive are classed as subject to Siam; p. 247: Contract with Queda [= Kĕdah], here dated 15 July 1642 but identical with the one printed in J. E. Heeres, De Opkomst v. h. Ned. Gezag in Oost-Indië (1895), 2e Reeks, 3e Deel, pp.106-8, and Bijdr. tot de L.-, T.- en Volkenkunde van N.-I. (1907), Deel LVII, pp. 364-6, which bears date the 11th of that month; p. 250: Contract with Oedjangh [=Ujong] Salang (commonly called Junk Ceylon), dated 18 March 1643 (printed in Bijdr., loc. cit., pp. 400-3) ; p. 253: Contract with Bangarij [=Bangkli], dated 1 January 1645 (printed in Bijdr., loc. cit., pp. 437-9, J. E. Heeres, op. cit., pp. 266-7, and Dagh-Register gehouden int Casteel Batavia . . . . 1644-5, (1903), pp. 80-2). p. 255 : Contract with Aatchin [=Acheen, properly Acheh] and Pera [=Perak], dated Tuesday, 6th Muḥarram, 1070 A.H. [=23 September 1659] (cf. the documents printed in. J. Straits Branch R.A.S. (1883), No. 10, p. 249, which are evidently in part based on this contract and form part of the same negotiations) ; p. 260: Contract with "Cotta rana Cabon [probably Kota Renah and Kebon in the Tapong] and Gittij," places situated in Eastern Sumatra, dated 11 January 1676 (printed in Netscher, De Nederlanders in Djohor en Siak, Verh. v. h. Bat. Gen. V. K. en W. (1870), Deel XXXV, Bijl., p. xii, where the date is given as 14 January 1676) ; p. 263: Orders for the Dutch representatives ("Opperhooft" and Council) in Perak. [These instructions are very full and deal largely with the tin trade, which was the chief source of profit from this station]; p. 287: Orders for the Dutch Sergeant in charge of the Island Dingding [=Pangkur, in the Dindings, as the territory is now commonly called], dated 21 October 1670 ; p. 295: Orders for the captains of the vessels stationed at Queda [=Kĕdah], dated 16 July 1670; p. 303: Orders for the vessels leaving for Oedjang Salang [=Ujong Salang, Junk Ceylon], dated 9 August 1670; p. 320: Andragierij [=Indĕragiri], &c.; including pp.321-6: Contract with Inderagiri, dated 27 October 1669 ; p. 331 : Particulars relating to vessels intended for cruising off Perak and Kĕdah; p. 333: Orders for vessels cruising between Cabo Rochado [=Cape Rachado] and the islands Maria and Pittij, &c., and Bencalis [=Bĕngkalis], dated 21 November 1668; p. 335: Orders for vessels cruising between Cassang [=Kĕsang river] and Cabo Rachado, dated 19 Sep. 1668 ; p. 338: Orders for vessels stationed at the "hostile Manicabense" [=Mĕnangkabau], river Pannagie [=Pĕnajih, the Linggi river], dated 14 February 1678; p. 339: Instructions for the captains of vessels to cruise near the strait of Sincapura [=Singapura, Singapore] to watch for hostile Chinese junks, dated 26 January 1667; p. 345: Articles of treaty made between King Charles II of England, &c., and the States-General of the Netherlands as to the English and Dutch East India Companies, dated 8 March 1675; p. 354: List of officials, civil and Military; p. 359: Other official documents and items of information relating to trade, &c.
