From these letters it would appear that, whilst Heron was absent on his expedition to Madura and Tinnevelly, Orme acted as his representative in Madras. It is therefore somewhat surprising that, when Heron was brought before a Court Martial, Orme should have framed the charges. See 28. 11 (1) above.
