Identity of this text suggested via comparison between image 49 of this MS with image 247 of EAP352-4-13 which as been previously catalogued as Tafsīr Jalalayn (both show the opening of 37: Sūrat al-Saffāt)
Author: Jalāl al-Dīn al-Maḥallī (d. 1459) and Jalāl al-Dīn al-Suyuṭī (d. 1505)
