The despotic Chinese officer army and some ranked soldiers of the old Russian empire cause serious problems in Niislel Khuree at guard posts and police stations, injured a commander who had fought against the officer army and cause many problems in various other ways. Therefore, the Ministry of Foreign Affairs and Defence send this notification to the Embassy of China and other sites as strict warning to cease this issues and stop cruelty [1940s copy of 1913-1919 original]
