Grant by Elizabeth I, Queen of England (r. 1558-1603), to William Cecil, Lord Burghley (b. 1520, d. 1598), Lord High Treasurer, KG, appointing him her lieutenant and representative in the Order of the Garter’s ceremonies that year on 22, 23 and 24 April, the day before, the day of, and the day after St George’s Day, patron of the Order; given at Greenwich, 22 April 1592, and signed by the Queen.
Endorsed: in a late 16th-century hand, ’34 Eliz: / Commission to William Lord / Burgley to be leuft at the / feast of St George’.
Affixed with an imperfect seal of the Order of the Garter, oval, red, with a heraldic shield with the arms of England impaled with the arms of Elizabeth (the lions of England quartered with the fleur-de-lys of France), flanked by branches, encircled with a crowned garter, and the legend, ‘honi soit qui mal y pense’ (see Birch, Catalogue of Seals (1887), I, pp. 861-62).

Provenance:
Sir Robert Bruce Cotton (b. 1571, d. 1631), 1st baronet, antiquary and politician. Cotton’s collection was augmented by his son, Sir Thomas Cotton (b. 1594, d. 1662), 2nd baronet, and his grandson, Sir John Cotton.
Sir John Cotton (b. 1621, d. 1702), 3rd baronet: bequeathed the entire Cotton collection of books and manuscripts to trustees ‘for Publick Use and Advantage’, 12 and 13 William III, c. 7.
Formed one of the foundation collections of the British Museum in 1753.
