- English text of the proclamation by the T'Sunto: I, Kong, First President of the Chief Court of War and Mandareen in the Soveraign Councill called Tou Hay Yuen, T'Sunto or Pretor Generall of the Two Provinces of Canton and Quansi & c, as well over the Mandareens of the Sword as of those of the Gown, raised to the Ninth Degree of Dignity, acting pro interim in the office of Viceroy and of the Customs of the Sea of Canton. I am willing at this time to procure tranquility and all assistance to the merchants of forreign countrys, and thereby to manifest the good treatment that ought to be shewn to strangers. For this reason I observe that the ships which frequent this port bring to this city all sorts of merchandize and that because the Emperor governing the Empire by his excellent charity, all strangers reflecting with satisfaction on his great justice, the merchants of forreign countrys, drawn by his reputation which extends itself everywhere, come to trade here, emulating each other. I, T'Sunto, Viceroy and Mandareen of the Customs, the head and eyes lifted up, I regard with respect and with all possible attention how great is the goodness of the Emperor to treat forreigners so favourably and that by benefits without bounds, which obliges me to redouble my attention to assist forreigners. Therefore you forreigners who come here to trade you can't help applying yourselves to, and trusting the chiefs of Hongs, take care they are men of worth who are faithfully just and of good correspondence, that your merchandize may be soon ready, and that you may be soon ready to return home from hence, for there are a sort of merchants, imposters and deceitfull, who by fraudulent means endeavour to engage forreigners and afterwards defer dayly to fulfill their contracts, not having their merchandize ready, and by their villany forreigners hazard their being caught and loosing the monsoon; it's certain heretofore forreigners have been reduced to this condition by the tricks of fraudulent merchants. For this cause I publish now this placart to prohibit you from acting in that manner, and by this I signify to you forreigners and to you chiefs of Hongs who deall with Europeans, to you Linguists and all others, that each of you may be instructed in and do his duty. I ordain then that forreign ships coming into our ports, that the merchants have liberty to choose the chiefs of Hongs who are men of worth and whom they can trust, that poor merchants may no more deceive forreigners & ruin their commerce. I prohibit to Linguists and others to introduce their friends or adventurers to forreigners to deceive them, and if you should violate this order I shall punish you rigourously. As to the houses built at Wampo, it is permitted them in the daytime to sell all eatables. I prohibit selling wine to the sailors for to shun disorders, and if you have the boldness to resist this my command you shall be taken and chastised on the place. In short, you forreigners, attend to the choice you make of merchants, don't give ear indifferently to all sorts of people for fear of falling into the hands of villains, that afterwards you have cause to repent in suffering by them. This is the principall aim of this placart, given the 23d of the 7th Moon in the 6th Year of the reign of the Emperor Yong Tching, the 28th August NS 1728
