- General letter for the supercargoes of the next season: Upon our arrival we found the Hoppo insisting upon the 10 per cent as well as on the same duty for the bullion, which we did not consent to, but our merchants did, as we are sensible by the prices of our goods. We are apprehensive of your meeting with the same combinations among the merchants as we have done and which can hardly be avoided when they are sensible of our large demands for goods. It is brought to this pass now, that whoever contracts with the Europeans, whether new or old merchants, must infallibly pay excessive dutys to the Emperor and Mandarins, which fall upon our shoulders.
