Part 5 concerns the Ottoman Order in Council 1910, and the applicability of the Ottoman Order in Council, 1899, and the Fugitive Offenders Act, 1881, to Yemen and the other Turkish possessions in Arabia.
It contains:
- a 1909 draft Ottoman Order in Council (folios 53-93);
- the Ottoman Order in Council, 1910 (folios 9-32);
- a proposal to group the Persian Gulf with the Ottoman Dominions for the purposes of Part II of the Fugitive Offenders Act.
