The first part of the volume (folios 122 to 446) contains correspondence concerning the advance of a loan of one hundred pounds to Arnold Talbot Wilson and his instructions from HM Foreign Office to proceed to Constantinople in connection with the Turko-Persian Frontier Commission.

Further discussion concerns:

• proposed remuneration for members of the Commission and arrangements for the allocation of expenses to the Government of India in the first instance;
• the Commission's proposals regarding the composition of the survey party and escort;
• the revised programme and arrangements in Luristan;
• rank and medals for members of the Commission;
• communication of composition and personnel of Commission to the press.

A secret cipher is used to transmit a number of telegraphs (e.g. folio 375 and folio 376).
